Paradoxuri, dileme, impliniri: O carte despre Romania in timpul lui Traian Basescu

M-am bucurat sa gasesc, revenind acasa, la Washington, volumul aparut in luna iulie 2011 la Lexington Books (parte din grupul editorial Rowman & Littlefield), intitulat “Romania under Basescu”. Editata de profesorii Ronald F. King si Paul Sum, lucrarea se constituie intr-o radiografie non-partizana a aspiratiilor, realizarilor si frustrarilor din prima presedintie Basescu. Studiul introductiv, semnat de cei doi editori, exploreaza conceptul de “triage democratization”, o contributie la intelegerea mecanismelor adeseori reactive ale actelor decizionale din acesti ani: “a process in which officials react under pressure to the latest emergency or crisis, and reform is conducted in partial and piece-meal fashion shifting rapidly from one issue to another”.

Chestiunea este asadar cum pot fi racordate avansurile incontestabile pe linia consolidarii democratice cu nedorinta ori neputinta clasei politice de a rupe in chip radical cu trecutul. In ce ma priveste, am fost  si raman convins ca suspendarea din 2007 in urma a ceea ce-am numit, impreuna cu Dragos-Paul Aligica, un puci parlamentar,  intensitatea campaniilor de presa demolatoare si calomniatoare, nu pot fi explicate fara a intelege reactiile anti-Basescu generate de condamnarea dictaturii comuniste si de schimbarile petrecute in regimul arhivelor si al predarii dosarelor fostei Securitati catre CNSAS. Nu spun ca a fost singura cauza, dar a fost una decisiva. Contributiile din volum lumineaza variile fatete ale procesului democratic in plan economic, social, politic, cultural, al naturii partidelor politice si al drepturilor omului.

Pentru cei care afirma ca n-as prezenta in scrierile mele occidentale tematica si concluziile Raportului Final, semnalez faptul ca primul capitol din volum, scris de mine, se intituleaza “Democracy and the Communist Past in Romania” si este centrat exact pe subiectul Comisiei Prezidentiale si al analizei dictaturii comuniste efectuata in Raport. In ansamblu, avem de-a face cu o lucrare indispensabila intelegerii a ceea ce s-a cristalizat ca un proiect politic care urmareste modernizarea institutionala, consolidarea statului de drept, reducerea coruptiei si de-comunizarea. Autorii examineaza critic tendintele din viata politica romaneasca, adopatand o pozitie de “optimism prudent”,  cum remarca profesorul Tom Gallagher in cuvintele de sustinere de pe coperta a patra.

Traian Basescu was elected president of Romania in December 2004 on a platform promising political reform and economic revitalization. To many, Basescu’s election signaled the final defeat of the communist-successor political party and the end of the difficult transition period from authoritarianism to full democratization. Romania under Basescu: Aspirations, Achievements, and Frustrations during His First Presidential Term, edited by Ronald F. King and Paul E. Sum, examines the complex and contradictory mixture of societal reactions during this period. It was a time in which Romania finally joined the European Union and was included fully among the European family of nations, yet it was also a period remarkable for bitter political controversy and limited reform success.

Romania under Basescu is comprised of seventeen contributions from scholars in Europe and North America, examining the Basescu period from a variety of theoretical and empirical perspectives. Of particular importance is the contribution by Vladimir Tismaneanu, named by President Basescu to chair the Presidential Commission for the Analysis of the Communist Dictatorship, which addresses the importance of memory and truth-telling as a means of mastering the past and advancing to the future. Ronald F. King and Paul E. Sum, in their introduction, develop the concept of “Triage Democratization” to help explain the inconsistent and uneven pace of Romanian democratization.

With separate sections addressing issues of governance, civil society, and public policy, Romania under Basescu highlights a central paradox of post-communist Romanian development: having one foot stretching toward the future and the other rooted firmly in the past.

PS Inteleg ca textul de mai sus a fost preluat pe Newsin si in alte parti cu mentiunea ca editura Rowman & Littlefield este situata in statul Maryland, deci in statul la a carei principala universitate predau stiinte politice. Precizez ca este vorba de o carte academica, aparuta pe baza de peer-reviews, in cadrul diviziei Lexington Books, unde au aparut si apar numeroase lucrari de sociologie, politologie, antropologie si istorie. Intre acestea, amintesc volumul “In Marx’s Shadow: Knowledge, Power, and Intellectuals in Eastern Europe and Russia”, publicat in 2010, evident trecut prin sistemul de peer-review, coordonat de Costica Bradatan si Serguei Alex. Oushakine, care include contributii semnate de editori si de alti autori precum Aurelian Craiutu, Letitia Guran, Mikhail Epstein, Natasha Kovacevic, Maria Todorova si subsemnatul. Contributia mea la volumul coordonat de Ronald King si Paul Sum este o dezvoltare a unui text aparut initial in “The Annals of the American Academy of Political Science” si constituie embrionul unui capitol din cartea mea “Democracy and Memory” la care lucrez pentru Cambridge University Press.
